MOPED REGISTRATION

Summary of Changes

No changes needed per the two year review.

Purpose

To provide guidelines for the issuance of a registration without a Certificate of Title (title) for a moped.

Authority

Two Year Review, Arizona Constitution, Article IX, Section 11, A.R.S. §§ 28-964, 28-2513, and 49-551.

Policy

1. A moped is a vehicle that meets all of the following criteria:

1. Human powered, aided with a helper motor.
2. Engine must be no more than 50 cubic centimeters (cc).
3. Maximum rated speed is 25 mph or less.

1. A cycle (49cc or above) that does not meet all of the above moped criteria, but is manufactured primarily for use on public streets, roads, and highways shall be considered a motor driven cycle and is subject to title and/or registration as a motorcycle.

2. The Division does not issue a title for a moped.

• Since a title is not issued, a lien will not be recorded on a moped record.

3. The moped is issued a registration only.

• All moped registrations expire on October 31st of each year.

4. When initially registering a moped, one of the following ownership documents must be submitted at the time of application:

1. Manufacturer’s Certificate of Origin (MCO)
2. Bill of Sale
3. Out-of-state Registration

1. When the documentation presented, or the Arizona record, does not clearly indicate that the vehicle meets all of the above requirements, or when the Arizona record indicates that the vehicle is titled as a motorcycle, a physical inspection is required to determine the correct body style.

5. A moped is exempt from the required equipment identified in A.R.S. § 28-964 relating to motorcycles and motor-driven cycles.

6. The moped is exempt from the emissions requirements.

7. The following fees are required at the time of application:

1. Vehicle License Tax of $4.50
2. Registration Fee of $5
3. Air Quality Compliance Fee of .25 cents
4. Air Quality Fee of $1.50
